CzechSMS over TAPI

Q: I'm working on a project that involves a lot of modem communication over TAPI.
One requirement also is the ability to receive SMS and maybe also send SMS.
The current idea is to use TAPI for modem communication, RAS where PPP is
required and have an extra modem (Siemens MC35) for SMS. Currently, I do
not see how it's possibe to do the SMSing over TAPI, so I guess I'll have
to communicate directly (via RS232) with the SMS-modem?
Do you know a way that would allow to do it over TAPI? Or any other ideas?
A: I have no idea how to communicate via TAPI (for SMSing). And I dislike TAPI because it's monster and was backward incompatible (ver.3->4?)
